M Ramachandran

Ramachandran - umcDr. M. Ramachandran, former Secretary, Ministry of Urban Development, is a Ph.D. and M.Phil. in Economic Planning from the University of Glasgow, UK and a graduate in Economics with special interest in the area of project planning. A member of the Indian Administrative Service since 1972, Dr. Ramachandran has handled several national and international assignments; he held various positions in the state of Uttar Pradesh, where he took new initiatives in bringing the administration and people closer and in structuring the University system and Administration.

He was the first National Officer selected to be on deputation to United Nations Development Programme (UNDP), India during 1986-1992. After specializing in project formulation and monitoring with the UNDP and subsequently working with the Ministry of Shipping of the Government of India, he was recalled to the State of Uttaranchal by the Government in 2003, where he held senior positions including those of Principal Secretary to the Chief Minister, Infrastructure Development Commissioner and Chief Secretary. He was identified as the "Infrastructure Man" in the state of Uttaranchal where he took several new initiatives covering public-private partnership projects, lining up $ 1 billion ADB assistance for the power, road and urban sectors and $120 million World Bank assistance for the drinking water sector. He took the lead in having an Infrastructure Vision formulated for the new state.

Dr. Ramachandran took over as Secretary of the Urban Development Ministry in Govt. of India in November 2006. During his tenure till June 2010, he was steering the implementation of various infrastructure projects and reform measures under JNNURM, the first national flagship program for India's urban sector, changing the urban fabric of India and making the cities more efficient and livable. During this period he spearheaded the country's urban sector policies, reforms and initiatives widely recognized as a landmark period in transforming Indian cities. To name a few, it was during his tenure that the concept of Service Level Benchmarking (SLB) as a tool of performance improvement in transforming Indian cities and the Peer Experience and Reflective Learning (PEARL) initiative for knowledge sharing of urban reforms amongst JNNURM cities as a potential area for capacity building were introduced. Other major steps include the National Urban Sanitation Policy, credit rating of cities, and introduction of BRTS in 10 cities and preparation of the National sustainable Habitat Mission. He has authored six books and various articles in national dailies. He is a recipient of Skoch Challenger Award for his remarkable contribution to Urban Development and JNNURM


O. P. Mathur
Mathur - umcProf. O.P. Mathur, the IDFC Chair in Urban Economics and Finance at the National Institute of Public Finance and Policy (NIPFP), New Delhi & erstwhile director of National Institute of Urban Affairs (NIUA), New Delhi is truly one of the pioneer thinkers of urban economy & has drafted policies and authored many research papers and books that form the backbone of contemporary urban planning in India. He has chaired several committees, participated in Planning Commissions. Currently Prof. Mathur is researching Fiscal Federalism, Decentralization and Local Government Finance and continuing with his path-breaking work on Infrastructure Financing of Urban Poverty Reduction Strategies.

E. F. N. Ribeiro
Ribeiro - umcEdgar Ribeiro, former chief town planner for town and Country Planning Organization, India is a very senior Urban Planner having over 40 years experience and expertise in the areas of integrated spatial planning & land use planning. He was Chairman, Delhi Development Authority and was the Director of the School of Planning and Architecture, New Delhi.  He has served as a Fellow of the Economic Development Institute, World Bank, and Member/Chairman of over 15 years.

International/National Institutions affiliated to the area of integrated planning, as the Vice-Chairman of the International Society of City of Regional Planners of seven years, and Founder Member of Centre for Urban Poverty Alleviation.

Mr. Ribeiro has worked as an Urban Planning Specialist and/or Team Leader in projects like Development  of Vision plan for Lucknow, DFID-funded Kolkata Environment  Improvement Project, CBC Inception Phase Consultancy, Development  of Delhi Master Plan 2021 AD, Concept  Plan for Chandigarh Metropolitan Region, ADB/KUIDFC –funded Concept  Plan for the  Southern Karnataka Region etc. He has also provided inputs in the Study of Comparative Scenario of the Metropolis of Calcutta, Bombay, Delhi, Madras, Bangalore, Hyderabad and Ahmedabad for TRF, as well as Review and Reassessment of Urban Development and Planning Regulations under the prevailing Poverty Environments of developing countries of the Asian Region for UNCHS.
Prem Pangotra
P.U. Asnani - umcA Faculty at IIM (Ahmedabad) on urban planning, Prof. Pangotra is an IIT B. Tech. A PhD in Urban and Regional Planning from University of Wisconsin, Madison, and Dr. Pangotra has earned his laurels by translating his studies on urban planning, transport and environment in several real life situations in cities all across India. Currently his area of focus has been Economic Development of Cities, Urban Quality of Life, and Performance Management Systems for Urban Local Governments and Environmental Management Strategies for Cities. Author of many books and targeted researches.
